Foresight service: What do Rohingya people think about the key issues facing the response in the next six months?

BBC Media Action’s new foresight service seeks to help humanitarian practitioners consider community concerns, views and opinions when planning for some of the key challenges facing the Rohingya response in 2019. The service compliments the existing What Matters? community feedback bulletin, which focuses on more immediate community concerns, by providing insights into refugees’ views on key topics that humanitarian experts have identified as critical to the response in the coming months.

The service used an innovative methodology to identify and prioritise long-term topics – including input from local experts, analysis of existing data and participatory engagement to allow experts to form a consensus on priority issues. This methodology draws on ‘The use of expert judgment in humanitarian analysis: Theory, methods and applications’ (ACAPS, 2017).

Each of the four topics selected was then probed in depth to identify key insights on the community's views and concerns, using an analysis of community feedback data already collected by BBC Media Action and a wide range of other agencies; needs assessment data from NPM; and new, primary research into these specific topics with the Rohingya community. The result is a set of focused insights on community views that can be taken into account while planning interventions in each of these four areas:
